- the unique visitors of the virtual platform that will bring together the works of art made by artists of Roma ethnicity;
- local communities from Neamț county: for this category of indirect beneficiaries, the needs of diversifying the cultural offer and increasing the degree of access of individuals to culture are taken into account;
- local public authorities, as a result of carrying out the cultural-artistic actions provided for in the targeted implementation area of the project through their role regarding the permanent information of the citizens regarding the benefits of participating in the project activities, including the schools that come under the coordination of the local councils, as of secondary credit orderer.
- the need to promote the defining elements of Roma cultural identity - identified as a response to the problem of poor knowledge of Roma history and cultural heritage, which leads to a negative perception of the Roma ethnic group and a high degree of discrimination;
- the need for some initiatives to sensitize the general public and to improve the reception of Roma culture - identified following the observation of the negative perception of Roma accompanied by numerous speeches inciting hatred;
- the need for the involvement of Roma children in cultural and artistic events - as a result of the extent of ethnic segregation in education and implicitly the poor participation of Roma children in education. Their involvement in cultural-artistic events aims to stimulate interest and emphasize the importance of participation in education, but also to increase self-esteem as a result of inclusion through culture;
- the need for capacity building, professional training in the field of cultural entrepreneurship and training in the cultural-creative sector - identified as a result of the low level of employment of Roma people due to ethnic discrimination. Being recognized for their talent in crafts, in musical art and not only, counseling and training Roma people in the creative cultural sector, but especially vocational training in the field of cultural entrepreneurship, can have a strong positive impact in increasing the employment rate of Roma .
The EEA Grants represent the contribution of Iceland, Liechtenstein and Norway towards a green, competitive and inclusive Europe. There are two overall objectives: reduction of economic and social disparities in Europe, and to strengthen bilateral relations between the donor countries and 15 EU countries in Central and Southern Europe and the Baltics. The three donor countries cooperate closely with the EU through the Agreement on the European Economic Area (EEA). The donors have provided €3.3 billion through consecutive grant schemes between 1994 and 2014. For the period 2014-2021, the EEA Grants amount to €1.55 billion. RO-CULTURE is implemented in Romania by the Ministry of Culture through the Project Management Unit. The Programme aims at strengthening social and economic development through cultural cooperation, cultural entrepreneurship and cultural heritage management.
